Cooperation between Brest and Mexico is particularly important. The creation of the Jacques-Yves Cousteau Marine Observatory in La Paz, and another in Merida (Yucatan) was followed by a third in the State of Veracruz in 2009. Mexican scientists thus took part in the international UNDP-FAO meeting organized by Brest métropole océane in October 2009 on the subject of climatic change and its consequences.
In 2010, the relationship between both countries was once again furthered with the signature of two cooperative agreements:
- The first one concerning science and technology was signed between Technopôle Brest-Iroise and the scientific research and technological development council of the State of Veracruz (COVEICYDET).
- The second links Brest to a network of coastal municipalities in the State of Veracruz.
2011 has been an essential milestone for both territories with the registration of a decentralized cooperation project aimed at creating a marine technopole in Tuxpan, a coastal town in the State of Veracruz.
